Projects Currently Out for Bid INFORMATION OF CITY HALL PARKING Please allow extra time to park and get through security, so that your bid will not be late and therefore non-responsive. It should be noted that the parking garage has a 6’-8” clearance and parking tickets will not be validated.
INVITATION FOR BID (One of One) The City of Orlando, Florida, will receive sealed bids through the City Clerk, 2nd Floor, City Hall, 400 S. Orange Avenue, Orlando, Florida 32801, for Ivanhoe Plaza Park Stormwater Improvements Project, on February 29, 2012 at 10 a.m. local time, at which time bids will be opened and publicly read in the Veterans Conference Room. The Contract will consist of installing a StormTech exfiltration system with three separate beds within Ivanhoe Plaza Park, installing a pre-treatment baffle box upstream of the exfiltration system, installing 900 feet of new drainage pipes to connect with an existing stormwater system at Edgewater Drive for the purpose of diverting stormwater to the exfiltration system, re-grading areas of the park, installing sod, installing select landscape material, and installing additional irrigation for the new landscape. The estimate for this project is $580,000.00. Plans, Specifications & Contract Documents will be open to public inspection after 1 p.m. January 30, 2012, at the Reception Desk for the Public Works Department, 8th Floor, City Hall (phone #407-246-2266).
Plans, Specifications & Contract Documents may be obtained by one of two following methods: (1) free of charge in electronic format on a CD available at the Reception Desk for the Public Works Department, or (2) downloaded from the City’s eSupplier website at the following web link: https://esupplier.cityoforlando.net/vendor/common/default.aspx.
Additional CD copies may be purchased for $10.00 plus tax, per disk (non-refundable) at the Reception Desk for the Public Works Department. If your company chooses to download the Plans, Specifications & Contract Documents from the City’s eSupplier website, you may access information by visiting the City’s eSupplier website by copying the following link in your web browser: https://esupplier.cityoforlando.net/vendor/common/default.aspx. Please note that you must maintain and update your eSupplier vendor file with the proper contact and email information. The eSupplier System functions as a courtesy notification system, sending an email announcement to registered suppliers when a solicitation matches the commodity code that is selected during the registration process. eSupplier also provides notification of additional documents or changes to a solicitation. Unless a supplier registers and downloads the solicitation directly from the City’s eSupplier website, the notification system is not activated. It will be the responsibility of the Bidder to contact the Public Works Division and/or the eSupplier website prior to submitting a bid to ascertain if any addenda have been issued, to obtain all such addenda, and return executed addenda with the bid. The CITY is under no obligation to respond to questions received less than ten (10) days prior to the date for the opening of Bids. Refer to "Instruction to Bidders" for more information on the bidding process. Bids must be accompanied by a bid bond, certified check or cashier's check made out to the City of Orlando, or other security as provided by law, in an amount not less than 10% of the total base bid. Bidders must be appropriately licensed Florida Contractors pursuant to Chapter 489 Florida Statutes to be considered responsible bidders and eligible to be awarded a contract. A Pre-Bid Conference will be held February 7, 2012 at 2 p.m., in the Group Room, 8th Floor, City Hall. All questions about the meaning/intent of the Plans & Contract Documents must be submitted in writing before February 15, 2012, to Lihua Wei, P.E., Project Manager, Engineering Division, 400 S. Orange Ave., 8th Floor, Orlando, Florida 32801. Questions will be answered in accordance with Article 5 of the "Instruction to Bidders," replies will be given at a later date. The project is being funded in whole or in part by a Florida Department of Environmental Protection Grant (FDEP) from the U.S. Environmental Protection Agency (EPA). The Contractor and subcontractors shall be required to comply with applicable federal, state and local laws, rules and regulations pertaining to the FDEP program including, but not limited to, Davis-Bacon Act, Equal Employment Opportunity/Executive Order 11246, and Section 6002 of the Resource Conservation and Recovery Act (RCRA). The Contractor shall include this provision in all subcontracts issued as a result of this Agreement. No award of a contract or subcontract can be made at any tier to any party which is debarred or suspended or otherwise excluded from or ineligible for participation pursuant to federal or state requirements. Upon award of contract, the Low Bidder shall be required to provide Performance and Payment Bonds in the amount of the Contract Price. The Surety must be licensed to do business in the State of Florida, must be included on the United States Department of the Treasury’s Listing of Approved Sureties, and must have at least an “A-” rating in accordance with the most current A.M. Best Company financial strength ratings. EPA’s Program for Utilization of Small, Minority, and Women’s Business Enterprises in procurement The Department of Environmental Protection supports diversity in its procurement program and requests that all subcontracting opportunities afforded by this Agreement embrace diversity enthusiastically. The award of subcontracts should reflect the full diversity of the citizens of the State of Florida. A list of minority owned firms that could be offered subcontracting opportunities may be obtained by contacting the Office of Supplier Diversity at (850) 487-0915. The Contractor shall be required to comply with the requirements of EPA’s Program for Utilization of Small, Minority, and Women’s Business Enterprises in procurements under this Agreement. The “Fair Share” goals and objectives negotiated with EPA are as follows: 9% MBE and 3% WBE. The Supplementary Conditions establish requirements which must be achieved by the Contractor; certain required actions must be taken at least 10 days prior to bidding. Affirmative steps shall include: (i) Placing qualified small and minority businesses and women's business enterprises on solicitation lists; (ii) Assuring that small and minority businesses, and women's business enterprises are solicited whenever they are potential sources; (iii) Dividing total requirements, when economically feasible, into smaller tasks or quantities to permit maximum participation by small and minority business, and women's business enterprises; (iv) Establishing delivery schedules, where the requirement permits, which encourage participation by small and minority business, and women's business enterprises; (v) Using the services and assistance of the Small Business Administration, and the Minority Business Development Agency of the Department of Commerce; and (vi) if subcontracts are to be let, to take the affirmative steps listed in sections (i) through (v) of this section. Section 6002 of the Resource Conservation and Recovery Act (RCRA) (42 U.S.C. 6962) Contractors and any subcontractors in performing work pursuant to this Agreement are encouraged to utilize environmentally preferable practices in the course of procuring goods and services under this Agreement and to comply with Section 6002 of the Resource Conservation and Recovery Act of 1976, as amended (42 U.S.C. 6962) and implementing regulations of the Environmental Protection Agency, 40 CFR Part 247, which requires that preference be given in procurement programs to the purchase of products containing recycled materials identified in guidelines developed by EPA and purchased by States or political subdivisions of States. Consideration of environmentally preferable practices should be consistent with price, performance, availability, and safety conditions. Living WageCONTRACTOR is required to pay its workers, as well as its subcontractors providing services pursuant to a contract with the CITY, a living wage for the time spent providing services to the CITY. (This provision does not include general administrative personnel unless they are assigned to a CITY project.) “Living wage” means compensation for employment of not less than $8.50 per hour for straight time, exclusive of FICA, unemployment taxes, and workers compensation insurance and employee benefits. This provision shall apply to all bid and proposal awards for services which involve CITY expenditures that exceed $100,000.00 per year. Responsible Contractor’s Policy For contracts with an estimated value of at least $100,000, the Contractor will be required to comply with the City of Orlando’s Responsible Contractor’s Policy, which requires that Contractor pay workers on this Project an hourly wage, based on classification for the Orlando region established by the Davis-Bacon Act (hereinafter “hourly wage”). The Wage Determination for this Project can be found at www.gpo.gov/davisbacon/fl.html. The applicable county is Orange County, and the construction type is Heavy (including Sewer and Water Lines). Additionally, CONTRACTOR shall provide said workers with health benefits, such requirement being satisfied by providing to the workers on this project either 1) health benefits through a bona fide program or 2) by increasing their hourly wage by 20%. If satisfying the health benefits requirement by providing health benefits through a bona fide program, the Supplementary Conditions establish minimum health insurance benefits which must be evidenced by the Contractor. Moreover, certification as to the existence of a bona fide health benefits program must be provided to the City at the time of the bid opening. The Owner reserves the right to waive any informalities, to reject any or all Bids, or to re-advertise for Bids. Awards, if made, will be to the lowest responsive, responsible bidder whose bid is most advantageous to the Owner, price and other factors considered. RICHARD M. HOWARD, P.E.
