BOARD OF APPEAL:
Hears appeals from
decisions by the Fire Chief and Building Official in resolving conflicts

CERTIFICATION BOARD:
Issues certification
or recognition to businesses complying with minority and women-owned

Reviews
complaints of racial, religious, gender and ethnic discrimination as

CITIZENS’ POLICE
REVIEW BOARD:
Advises the Police
Chief with regard to citizen complaints and departmental investigations
and Departmental policies pertaining to use of force and police conduct
toward citizens. 9 members.

CIVIL SERVICE BOARD:
Administers and
enforces the Civil Service Act and Code of Rules for firefighters and
police officers; provides examinations, maintains eligibility lists,

DOWNTOWN DEVELOPMENT
BOARD:
Works
to revitalize and preserve property values, reduce present and prevent
future deterioration, and encourage development in the district.
5 members, with principal residence, employment, place of
business, or ownership of realty in the development area.

DOWNTOWN SOUTH
NEIGHBORHOOD IMPROVEMENT DISTRICT ADVISORY
COUNCIL:The Council’s primary responsibility is to assist the
board of directors in governing the affairs of the district. 5 members.
2 year terms. Each
member must own property in the district, represent a corporate owner of
property within the district, or reside in the district. Members must be
nominated and appointed to the advisory council pursuant to Article XV,
Chapter 2, Orlando City Code. At least one member of the advisory
council must be a representative of Orlando Health, one member a owner
of land within the district that is designated for industrial use on the
City’s future land use map, one member must be a member and
representative of the City’s Downtown South Main Street district or
owner of land abutting Orange Avenue and that is designated as mixed use
corridor or activity center on the City’s future land use map. MEETINGS:

FAMILIES, PARKS AND
RECREATION BOARD:
Advises and assists
Council in establishing city-wide comprehensive system of supervised
recreational, cultural & educational facilities & programs; advises as
to the proper care & management of facilities & charging rental fees for
use of such facilities; establishes a comprehensive system of supervised
recreation; considers City funding requests; enlists citizens' support.
Not more than 9 members. 2 year terms. MEETINGS:

BOARD OF TRUSTEES:
Controls, operates,
manages and maintains Harry P. Leu Gardens. 7 members. 2 year terms.

HISTORIC PRESERVATION BOARD:
Promotes welfare of City through preservation and protection of historic
structures, sites, monuments and areas.
Recommends to Municipal Planning Board establishment of historic

terms. At least 4 members
shall reside in an Historic district and at least 4 shall be design

HOUSING AUTHORITY OF THE CITY OF
ORLANDO:
A non‑profit public corporation with all necessary powers to conduct and
operate accommodations at the lowest possible rate, and consistent with
decent, safe and sanitary standards.

MENNELLO MUSEUM OF AMERICAN ART
BOARD OF TRUSTEES:
Advises the City on development, management and operation issues for the
Mennello Museum. 9 members.

PLANNING BOARD: Local
planning agency responsible for Growth Management Program; prepares
comprehensive plan of municipal improvements; reviews plats; recommends
zoning and other land development regulations; coordinates land
development and regulatory functions of other City boards by
consolidating recommendations to City Council.
9 members. 2 year terms.

NOMINATING BOARD:
Recommends qualified
individuals for appointments to City and Multi‑jurisdictional boards.

ABATEMENT BOARD: Hears
complaints on allegations that any place or premises constitutes a

ORLANDO UTILITIES COMMISSION:
Created by Special Act of Florida Legislature in 1923 to manage the
municipal water and electric service.

The Mayor of Orlando and at least 2 members must reside in the
City, and at least one member must reside in the unincorporated service
area. 4‑year terms.

or interpretation of the Vehicles for Hire Administrator.

Makes recommendations on certain special exceptions and variances to
